This command sets the topic for a channel.

Syntax is: .ctopic [channel-number] what you want the topic to be

If you leave out the [channel-number] it will set the topic for the last
channel you accessed, if it can figure out what that was.

eg .ctopic 1 The Cooking Channel
   .ctopic We don't need no steenking topic
