Keeps people listed in your gag list from being able to .tell or .remote to
you.

The gag list is saved between logins.

If you type .gag without any parameter it will show you a list of people you 
are ignoring.  If you want to erase your gag list, type .gag .

Every time you type .gag user user user, the names will be added if they 
don't already exist, and deleted it they do.

eg .gag livewire		/* gags livewire */
   .gag livewire phenol bozo	/* ungags livewire, and gags phenol and bozo */
   .gag .			/* erases the entire list */
