Posts a note on the wizards message board.  These notes are not viewable by
the general public.  You can post suggestions, although you might want to use
.suggest for that, or compaints about people, or wizzes even.

You can also use the personal info editor to craft your message, by just 
typing .note.  All messages to you will be delayed until you exit the editor.
