* PACCESS *

Grants or Revokes access to a portal, see the discussion of portals in 
(.view whatsaportal).

You must be in an open portal room (opened by you) to use the .paccess command.
Onyl the portal owner can grant or revoke access to a portal.

This command works like the .gag and .alert commands.

eg .paccess livewire
   .paccess livewire jasmine phenol
